Engineering and Computer Science: Excellent (5) in nine or more subjects is a 100% award, seven subjects RM13,000, six RM7,000, five RM3,000. Business: Excellent (5) in seven subjects is 100%, six RM13,000, five RM7,000, four RM3,000. Undergraduate awards run to 60% of year one plus 20–40% of later years for the top band, then RM25,000–30,000 and RM10,000–13,000. Separately, an education grant of RM1,500 (foundation) or up to RM5,000 (undergraduate) is open to everyone who does not hold a scholarship, and siblings and children of alumni get 10% off the first year. Only one award applies — they do not stack.

Pathway from Central Asia — Foundation year required first
Foundation years here are purpose-built for 11-year certificates (entry from ~IELTS 5.0–5.5, multiple intakes per year) with automatic grade-based tuition discounts — the region's most accessible bridge to a Top-100 degree.
A British or Australian degree, taught in English, at roughly a third of the price — in a Muslim-majority country five hours from Tashkent.
Malaysia is the only place on this board where a family can buy a genuinely Western degree without a Western budget. Monash, Nottingham, Southampton, Heriot-Watt and Swinburne all run full campuses here, and the certificate a student graduates with is the same one issued in Melbourne or Southampton — not a franchise, not an affiliate, the university's own award.
It is also the easiest door to walk through. An eleven-year certificate is accepted directly onto a foundation year at several of our partners, some without IELTS at all, where the UK and Australia would both turn it away. That single fact decides more Central Asian applications than any ranking does.
And it is a Muslim-majority country. Halal food is the default rather than a search, mosques are everywhere, and Ramadan is a public rhythm rather than a private negotiation — which for many families is not a preference but the condition.
Life in Malaysia
Kuala Lumpur is a large, hot, English-speaking city where a student can live on far less than in London. Malay is the national language but university teaching, administration and daily commerce all run in English, so a student is functional from week one rather than after a year.
The flight home is five to six hours and there are direct routes from Kuala Lumpur to Tashkent, which matters more than families expect — it makes a mid-year visit possible rather than theoretical.
Campus accommodation near the branch campuses runs from a few hundred ringgit a month for a shared room; the figures we hold are printed on each university's page rather than averaged here.

What it opens
The transfer route is Malaysia's real product. Two years at INTI and a student moves into a university in the United States or Canada with credit; a Southampton or Nottingham student can finish the degree at the UK campus. The Malaysian years cost a fraction of the destination's and the certificate is unaffected.
Degrees from the branch campuses are recognised in the awarding country as that country's own qualification, which is what makes the transfer and the later job market work.
English improves by immersion rather than by course, because the whole country runs on it.
What is hard about it
Malaysia is not a route to a Western passport. Post-study work rights are limited and nothing here should be sold as immigration — a student who wants to settle abroad should be looking at Canada, Australia or Germany and we will say so.
The private universities vary enormously in quality, and a ranking will not tell you which is which. Some names marketed hard in Central Asia are teaching colleges with a brochure.
Fees are quoted before 6% SST at every institution, and most add EMGS, visa and registration charges on top of tuition — between RM4,000 and RM12,000 before a student sits down. Only MAHSA's figure is genuinely all-in.
Uzbek and Kazakh nationals need a Single Entry Visa from a Malaysian mission before flying; Kyrgyz and Tajik nationals do not. It is an extra step families are rarely warned about.
The heat and humidity are constant and real, and the rainy season is genuinely wet.

What you need
Two doors, and an eleven-year certificate reaches only the first. MONASH UNIVERSITY FOUNDATION YEAR (MUFY) is the pathway, and it is taught by Sunway College — Kuala Lumpur or Johor Bahru — not by Monash. Its own bar is a pass at SPM, O-Level or equivalent with at least five credits, plus Monash's English requirement, and a minimum age of 16. DIRECT ENTRY to the degree needs a completed Year 12 equivalent — A-Level, IB, STPM, MUFY or another qualification on Monash's list. Monash's published entry table names ten countries and Uzbekistan and Tajikistan are not among them, so where an attestat lands is a question for monash.edu/prior-study and for Sunway, and nobody has asked it yet.
English
IELTS (Academic) 6.5 overall with no band below 6.0 for the degree — a full band above what our record used to say. Higher for two courses: Human Nutrition wants 6.5 with 6.5 in reading and listening, and Medicine wants 7.0 with no band below 6.5. Also accepted: TOEFL iBT, PTE Academic 58, C1 Advanced 176. Tests must be sat within 24 months of the course start.
BELOW 6.5 THERE IS A REAL ROUTE, not a refusal: Monash English runs 20 weeks (February and August, entry IELTS 5.5 with no band below 5.0, RM12,000 for international students) or 10 weeks (May and October, entry IELTS 6.0 with no band below 5.5, RM7,600), and completing it gives direct entry to most Monash degrees. It is not accepted for Medicine, and the 10-week version is not accepted for Human Nutrition.
MUFY's own English entry is lower again — IELTS 5.5 with no band below 5.0 — and a student who passes MUFY English at 65% has met Monash's degree English bar without sitting IELTS again. Monash also warns that the Malaysian government sets its own English bar per course on top of the University's.

February, July and October for most degrees — but the exceptions are the expensive ones and must be checked per course. Medicine, Pharmacy, Pharmaceutical Science and Biomedical Engineering are FEBRUARY ONLY. Actuarial Analytics and Digital Business are February and July. MUFY runs on a different calendar again: January, July and August.

The foundation year accepts a Central Asian school-leaving certificate directly — no A-levels and no IELTS bar to clear first. Tajik Certificate of Completed Secondary Education: CGPA 4/5 with 4/5 in Physics or Mathematics for the Engineering and Computer Science foundation, CGPA 3.5/5 for the Business foundation. Direct degree entry needs A-levels, STPM, UEC or the IB.

IELTS 6.5 with 6.0 in every component for degrees and for the Engineering and Computer Science foundation; 5.5 with 5.5 in every component for the Business foundation. A 5.5 also enters the Engineering or Computer Science foundation through the Language Pathway, which adds an English module in semesters one and two rather than turning you away.

Before the visa
A deposit is required to hold the place and to qualify for any scholarship or grant. It counts towards tuition and is not refundable if you then decide not to enrol.
Two of USM's three graduation requirements for international doctoral candidates are not about your thesis: you must pass its Malaysian Culture and Malay Language course (LKM111) at grade C or better, and you must publish before you can graduate. There is also a Research Methodology course to pass in your first semester. On the visa, USM asks candidates to start the approval process AT LEAST THREE MONTHS before the registration date, and the student pass itself is only issued after you arrive in Malaysia and complete a medical examination there. Applications here also run through a partner rather than our own account, so a service fee may apply — we state the exact amount before you start, and USM's admissions portal is public if you would rather apply yourself.
What you need
Doctoral admission is by research: a supervisor and a research topic are named in the offer itself, so the proposal has to be strong enough for an academic to take it on before anything else happens.

Up to 45% off the first year's tuition, and a further 20% off the second year on your results at INTI. It is a MERIT award rather than a rate everyone gets: it asks for IELTS 7 — a full band above INTI's own entry bar — together with a strong SAT score and strong school grades. For a student who qualifies on the American Degree Transfer Program the first year lands roughly between RM22,800 and RM28,000 against RM41,460 at the sticker rate.

The most complete package in Malaysia and the hardest to qualify for — and the reason is income, not grades. AIU is a private non-profit university whose entire model is educating students who could not otherwise afford higher education, and its award covers tuition, on-campus accommodation, meals and a monthly stipend for the whole degree. IT DOES NOT COVER FLIGHTS OR THE EMGS VISA PROCESS. Owner-confirmed as a direct partnership opening for the next cycle; we cannot submit here yet.
